Merge file content between laptop and desktop?

DataViz enables a "file content merge" between selected mobile devices
and a laptop or desktop system. This is a "file content merge" not a misnamed
file sync process.
However, the mobile device, in this case an Ipad, is required to enable the
file content merge.
Files can be saved between the Ipad and the desktop/notebook systems with
a "save as" option. This enables a way to combine files from the three systems
so that the "file content merge" system can be used between all systems. The files
must be on both systems to do the "merge". To keep file control Dataviz creates
a merge folder on the Ipad for the notebook and a seperate folder for the Desktop.
So now I have two copies of the merged file. Not sure how to create a single soure
on the Ipad, but it may be possible.
This can be made into a simpler process if I can "merge the file content" directly from
the notebook to the desktop. This would create a great "file merge" system by using
either the desktop or laptop as the file merge for the Ipad. Instead of having the Ipad
doing both systems.
Therefore this question:
Is there an app than can do a "file content merge" between a Win 7 notebook
and an XP SP3 desktop. Please no fraking cloud suggestions.
