Joomla - Virtuemart - disable newly registered users to enter the shop

Hello,

My customer wants the following:

1. The user fills the registration form
2. He gets an email that the registration is about to be processed
3. The user CANNOT enter the shop and see the prices
4. My customer will decide it the user can enter the shop or not. If he decides "yes" -> only from then on can the user enter the shop

Can this be done?

for 1,2 you have to play with the User Settings in the Global Configurations
for 3,4 make  the link to the eshop only for registers and the prices also

I checked it : if somebody fills the registration form :
- he will get an email immediately
- he can enter the shop (because by filling the registration he became registrered)

How can I prevent this? Thank you
