Information Bar in IE9

How do I enable the information bar in IE9.  Not getting the ActiveX messages when i try to install Adobe Reader or anything else with ActiveX controls.

rgalindo96--It can be disabled in GPO.  Could that be the case?
Look into IE Tools|Manage Add-ons.  Do you have an ActiveX control named "MUWebControl Class"?  If disabled, enable it.
Try running IE with no add-ons at all.  Close IE and reopen using the command "C:\Program Files (x86)\Internet Explorer\iexplore.exe"  -extoff  (This is for IE9 32 bits)
Did this just start recently?  Run a System Restore to date before the problem started.
But realize that IE9's Notification Bar does not appear as often as it did in IE8.
