I have a mac mini server and an older cinema display. I do not have the right connection to plug the display into the mac mini server so previously I use to connect via screen sharing.

However since upgrading to OS X Lion Server I do not have the permissions to use the screen sharing, but at the same time I can not get to the control panel on my mac mini server to turn of the screen sharing permissions. How can I do this?

At first, try to initiate Share screening connection from Server Admin. If it will not work, use kickstart utility to get all needed permissions, you will need a SSH to do it. If it's not enabled, make it ON using SA.

The various options of ARD kickstart's utility are in following KB:
