Hey I am looking for a EZ to use Smartphone Development App.. that can connect to a database and pull and push data to the DB.. any help?

The express editions do not support Windows Mobile development. Only WP7 is supported by VS2010 express edition. To write a SmartDevice app for Windows Mobile up to version 6.5.3 (as long as lower than WP7) you need either VS2005 or VS2008, but no express edition.

the categories you placed your question in confuse me. What is the OS of the devices you are asking for, Android or Windows Mobile?

For Windows Mobile you can use SQL Server 2005 plus SQL Server CE to be able to sync data between the device's db and the host's db. Or you can write an app, that directly connects to SQL Server 2005.

But this is not an easy way, see details in Paul Yao's books about Compact Framework programming (for example at flazx dot com). He provide a full app with code and setup for direct and pulled synchronization.
