Suppose I have a Certificate of Naturalization, what are the steps to apply the US passport?
Is it free?

Go to the nearest US Post Office and pick up the forms and fill them out.  There will be a fee for processing the forms and issuing the passport.  http://travel.state.gov/passport/get/first/first_830.html  The Fees page shows about $165 for your first passport.
