How to create a webservice ?

According to the related question, I would like to know how to develop/implement a webservice with the following conditions:

1. We have some databases in FOX PRO in a computer using windows XP SP3
2. We would like to perform a query directly to those databases and then the webservice could give back the processed data.
3. We need to run that webservice in any windows operating system (XP, Vista, 7, Server 2003 and 2008).
4. We will read the webservice with asp.net (vb.net)
