FTP Permissions on SBS2003

I enabled FTP on an SBS2003 machine but cant seem to be able to gain access even as anonomous.  I have restarted the IIS service and FTP Publishing Service but no luck.  Any ideas?

The server is not running ISA.  There is a seperate firewall appliance which has been configured for port 21.

Hello,

Be sure you have appropriate NTFS permission configured on FTP root folder.

The FTP folder is only going to be used by one user so I already added him to the NTFS permissions.

I am stuck here.  Not sure what to do next.

All settings were correct.  Decided to reboot the server over the weekend and now FTP works.
