xml file with image path

I have an XML file that gets create on 1 server and gets transfered to another server, one of the nodes within the file is for images would it be best to:
1) insert image into xml file using c#
2) or reference where the image is stored on server 1 for example

Which would be best I know number one is possible i need to know if number 2 is possible as would i be able to access the image with that path from another server ?

I would insert the image into XML, however option 2 is also doable IF server 2 has access to server 1. Be careful however - network could be down between servers, that's the main reason why I would recommend option 1.

Thanks for this my question then is that would my server need access to the other server as for example I can go to page source and check the path and then copy that and paste it into another tab and still see the image and I dont have access to the server
