NetScreen Remote VPN blocked by Belkin Router

I have an XP user who cannot connect via NetScreen Remote VPN to our network.  

They can connect via other wireless conenctiobns but not via their home based Belkin F5D8636-4V2 router either on wireless or direct cable.  

The VPN tries to open but get's no response (See attachment).  Any ideas?  I know that this VPN requires UDP port 500, UDP port 4500 and IP Protocol 50 open on the router but dont know how to do this or where to go on the router. IKE6.log

there should be an area on the web gui to allow PPTP or L2TP conections outbound.  Not sure exactly where (its been a while since I have been on one of the devices), but it is there.  Just a little poking aroung and you will find it.  In some code versions, it is disabled by default.
