Will a 2008 Remote Desktop license server work if you have 2008R2 RDS host servers?  I am not sure if an R2 Host server requires an R2 Remote Desktop license server or if the 2008 Remote Desktop license server will work for the R2 host server.  Does that make sense?

I believe that you don't need different CALs for the licenses. I am going to assume also then that you don't need an R2 license server.

A Server 2008 R2 RD Licensing server can handle 2008 RDS/TS CALs as well as 2003 and 2000 TS CALs and serve as licensing server for all the mentioned versions of server operating systems
You may use a Server 2008 (non R2) TS Licensing server for Server 2008 R2 RD Session Host servers.  You must apply the below hotfix to the TS Licensing server:

An update is available that enables the Terminal Services license servers that are running Windows Server 2008 to be able to use the CALs for the Windows Server 2008 R2 Remote Desktop Services
