do you need an equal amount of terminal server licenses for your citrix xenapp environment?

we are implementing citrix xenapp in our environment, we are going to have 6 xenapp servers, and we purchased 250 user licenses for xenapp. (hence, 250 xenapp users)
we will not be publishing server desktops
we will only be publishing custom applications
do we need to purchase terminal server CALS for all the users that will be connecting to retrieve the published application, or are the server CALs only required for desktop publishing?

Yes, TerminalServer Cals are always required in addition to the xenapp user licenses.

You need as much licenses as users that you think are gonna login simultaniously for Citrix (concurrent users). When using "per user" licensing you should have as much TS cals (microsoft) as users (named users).
