No default OAB/GAL

We are on Exchange 2010.  I was using Outlook 2010 and tried to download the GAL. I got the following error:
"An error occurred while opening the Microsoft Exchange offline address book files on the Microsoft Exchange Server. See your administrator."
Clicked "OK" and got "Microsoft Outlook cannot download your offline address book."
I Googled those messages and was led to check C:\Programs Files\Microsoft\Exchange Server\V14\ClientAccess\OAB and  found that the folder is empty. I was able to find instructions on how to create a new OAB that includes the default but nothing on how to recreate the default. Really need some step-by-step on how to do that.
