Exchange 2010 relay outbound

I'm trying to setup my exchange 2010 to relay to outside email addresses for printers and UPS software and such.  I have setup a new receive connector, added a alternate IP to the box and used that.  Also added the Get-ReceiveConnector "External Relay" | Add-ADPermission -User "NT AUTHORITY\ANONYMOUS LOGON" -ExtendedRights "ms-Exch-SMTP-Accept-Any-Recipient" command for it.  I can't get it to do anything when I try to telnet and test it.  Do the exchange services need to be restarted for it to work?  I get 500 5.3.3 unrecognized commands when I run the mail from: test@test.com..

It looks that you configured the permissions in the correct way. Check in the Network tab of the properties of your connector the IP addresses range that can communicate with this connector

It shall begin to work after a while, if you don't want to wait you can restart the "Microsoft Exchange Hub Transport Service"

Error 5.3.3 is not relate to relay problems, it looks like network communication problem or incorrect commands sent to the server, here some tips:

After telnet the exchange server for testing, write a DNS name toguether with the ehlo command, example...

ehlo test.com

Looks like it just took time for it to finally apply and started working right after submitting this question.  Points for answering.
