Multi page output with background on every page

I have a project where I need to output text out where it will "paginate" on 8.5x11 paper and have a "pleading paper" background to it. The system is written in cold fusion, however no problem if I need to pick up some kind of report writer, activex or com object that can handle this, basically I need to output the contents of a "text" database field and have it properly paginate on this background:

I've tried everything I can think of in terms of css, etc to no avail, anyone have a solution?

Adobe got rich with Portable Document Format.
You want to reinvent it.
There is only one solution for that: write your own PDF browser. The currently present browsers will never paginate as you expect.
