Email security delegation

Hi,

How do I delegate the ability for a dept manager to add or remove users from an assigned email group.  When the manager hires a new employee, I want to make sure the manager can add the user and assign the new employee to the dept distribution list.

This is for Exchange 2010

first you go to the group and you set the manager as manager on the group
 EMC -> Recipient Config -> Distribution Groups -> double click on the group -> group info and add the user in the Managed By

after you do that you allow the users to manager the groups they own. to do this follow this

How do I get the RBAC tool?  When I click on it it bring me to my OWA login page.  Do I need to download a specific addon tool?
