2003 standard server needs user added

I have a 2003 standard server that needs user added. seems i have done this before but can't get now. It is NOT setup as a domain controller. So i thought i would just Add User from control panel as there is no Active Dir. but all that comes up is Stored users and passwords. There it lets me "add a user location"..not what i would expect. How do i just add a simple new user to this server...??? they are just running pier to pier also...

If you're just trying to add a local user right-click on My Computer and choose Manage. In the left-side pane there is an option for local users and groups. Open that, right click on User and choose to add  a user.
