'Restrictions in effect' IE 9 Windows 2003 SP2

Hiya, I have a dedicated server with 1and1 internet. I am trying to download SQL Server 2008 R2 Trial from Microsoft and cannot get IE to play ball.

y internet options are 'restricted' and Icannot find a way of de-restricting them.What have they done to the server!!!

Anyway, as usual a call to support results in a blank denial of any implemented restrictions and the usual phrase 'well you have full admin rights'. A clue might be nice!

Moving on i need to de-restrict access to my IE 9 on the server to allow me to do the download. Any ideas?

What actually you mean by restricted? Can you post some image here.

but I hope to get clearer picture on how IE being resticted.

You still can download files from MS using other type of broswer (if truly just IE got blocked),  Chrome or Firefox are good choice, but MS SQL installer is big file, my suggestion for you is to use tools like download accelerator or getright. So that they can open multi download channel stream and also be able to resume broken download.

Got round it by simply installing Fireforx, doing the download and removing it again.

Eventually found a work round. IE was locked up to the nines.
