Can you save an individual worksheet (tab) as a PDF file without saving the entire spreadsheet?

That should be the default behavior when saving to pdf, to save the active sheet, just as it is the default to print the active sheet. To save the whole workbook to pdf usually requires going into the options on the save screen.
