Windows 7 Will not Install USB Devices

I've recently reloaded my workstation because I could not install any USB devices. After reloading with WIndows 7 Ultimate x64 and running Windows Update everything was working well. Now, 3 days later the problem has returned on my new workstation. I've searched the setupapi.dev log immediately after trying to connect say a USB thumb drive below is a portion of the log:

Basically it's coming down to what the hell is error 0xc0000142? The only thing I can think of that caused this problem was after installing IntelliPoint for my keyboard and mouse, I did remove it to no avail. I've tried almost everything that other's are suggesting.

Can you go back to a previous restore point before this started? That may be the easiest way to resolve this.

Can you check the usb settings in bios..i think you need to enable certain settings in bios.

Also try connecting the usb devices in safe mode with networking...if you do not get any error then the problem is caused by security software....try uninstalling your security software.

I would recommend connecting a flash drive in safe mode with networking.

what usb devices are you talking about?
if they are disk drives - they should have their own power supply, since usb supplies Max 5v at 0.5 A = 2.5W
