Cloud Computing Selection Criteria

We are considering outsourcing our servers to a vendor to manage in their environment.  This, most likely, will be in the vendors virtualized cloud infrastructure.  We are doing this because the company is growing, we are already running a bare minimum in terms of employees and hardware, and outsourcing server management and maintenance provides answers to both those problems as well as reduces risk and provides a more reliable infrastructure.
Question:  When writing the RFP and evaluating responses, what should we consider as selection criteria for a solution?  We're thinking: Price and meeting our DR requirements for the first two.  What else have you used as selection criteria?

Important considerations include:
Data sovereignty. Where are the hosting servers and does this matter for your organization? Note that there are some seriously dodgy laws out there that permit governments access to your data. And not just China.
Service levels and penalties
Backups and retention times
Performance and availability - although this is a subset of SLAs above
Cost of bandwidth and any associated data charges.
Does the vendor guarantee that the services will be hosted out of a specific data centre or just "in the cloud". What happens if there is a hosting DC outage?
