Problems with outlook rule fowarding to an e-mail address

I am having problems from a rule forwarding an email once the rule is setup. I have the rule setup to check messages as they arrive and if they are from a specific address (external address) they are supposed to forward to a distribution group and then get moved to a specific folder. Part of the rule does work by moving the email to a specific folder but it does not forward to the distribution group. I have tested this by trying to forward it to my email address and it still does not work. I created the same rule where the incoming message is from my GMail account and that works just fine so I'm not sure why this specific email address will not forward. I have setup the rule in outlook 2003 and in outlook 2007 and it is a server based rule. We are running exchange 2007 enterprise also. Any suggestions?

I think the resson for that is because email message header has both sender and from, some time the sender change the from field, so it dose not represent the actual sender, check the incoming message header,and you can choose header contains as filter

The address that the email is going to is noreply@x.com and that is an additional address that is on the account I have setup for forwarding with the rule. I did a test from my gmail and the rule still worked when I sent it from my gmail to the noreply@x.com so I'm thinking that the address is not the issue. I'll set it up and see if it works by changing the rule though and see.
