Licensing is a whole other beast. You need to contact MS or an authorized dealer for any licensing questions since none of the Experts are qualified to answer licensing questions on behalf of a the licenser.

Now from my experience you need to a Terminal Server USER\DEVICE CAL for any user or device that will connect to your TS server.

http://www.brianmadden.com/blogs/brianmadden/archive/2004/04/01/the-ultimate-guide-to-windows-2003-terminal-server-licensing.aspx

You need to purchase a VLK for Office to install on a TS server http://office.microsoft.com/en-us/office-2003-resource-kit/office-2003-licensing-and-system-requirements-HA001140301.aspx

Dependent on what Windows Server edition you are installing will depend on what guide you would use for TS\RDS install

Thanks for the reply, small confusion that is if windows2008 R2 is configured as a terminal server :
1. by using ncomputing devices or wyse can I acheive the desktop login for these devices.
2.we procure VDA licenses from microsoft
3. ncomputing devices or wyse logins should get the desktop environment with different login for each user having basic applications like internet explorer, ms office suite (ms word , excel , ms outlook and powe point) adobe reader and local printer and also network printer access.
Please help.
