I need to set up a page on my external website that will allow me to upload confidential files to & then give certain individuals the username & password to view these files. My question is, is there any way so set this up so if the external user pulls up a .pdf document in a browser, they will be able to print it & not download & save it?

No.   You can try to make it harder but you can't prevent it.  The server has to send the file to the client in order for the client to actually view or print it.  .... or put another way, by the time they see it, they have already downloaded it.

A motivated client could always figure out a way to save the file.
