I have bought a new Sound Card Creative Audigy and inserted it in one of the slots of my PC. When installation of driver starts, the software tells me cannot find the peripheral.

Try it in another slot. Also check if your POST displays the new card during bootup.

I tried the 3 slots - does not work. POST displays are skipped on my booting.

Then either the card must be bad, not properly inserted in the slot, or not compatible with the mainboard.

If it isn't shown in device manager it must be a bad new card in that case. You could try it out in another PC to verify that, and if it isn't shown there either get it replaced under warranty.
