How to turn on "Relay" in Lotus Notes 6.5.6

I'm installing an "alert" software package that requires "Relay" be turned on to send mail outside of our domain.  How do I do this?

Meaning: the alert software is an external application (to Domino) that runs in the internal network but wants to send SMTP mails through the Domino server?

Have a look at this page:

and then especially at the 3rd line in the table "Allow messages only from the following Internet hosts to be sent to external Internet domains".
