Sync iPad with a new library and not lose apps?

I have an iPad where I deleted an app (Facebook) and now need to reinstall. The problem is that even though the app is uninstalled, I cannot install the App from the iTunes store because the app shows as "installed".
The App shows under settings but as blank with no information. It is in some sort of limbo.
How can I reinstall Facebook?
My next step was going to be to sync it with iTunes which I read has fixed this problem for others.
But, I don't have the original computer the phone was synced to.

Can I try a backup then restore without wiping all of the existing apps?

Any help or suggestion is greatly appreciated...

Sorry, I meant to throw that in there. Yes I tried restarting by holding the lock and home button to no avail.

Right now, even though it is not my iPad...I am "transferring purchases" to mine (3rd out of 5 authorized PC's it says) in an effort to resync with iTunes...which hopefully might fix the issue...? not sure though...

Okay that didnt work, even though I authorized the computer Im trying to update or sync from....it warns me I will lose the apps on the iPad if I continue...

Downloaded the app through the itunes store on the PC, then synced it - this finally worked.
