server stops responding

Dear Experts,

I was called to a site where there are 2 servers, one as main, and the other as database server.
That day, the database server started to slowdown to the point where we could not access its C drive even in the safe mode in any reasonable time.
Now, I can ping it from the main server, but cannot connect it to open files.
Does this mean that the HDD in the server died?  It uses RAID 1, with 3 HDDs.

Please correct me if I am wrong, but don't these utilities have to run from the troubled server itself?
It did not have any diagnostic tools that I can find, I was in the process of downloading one, when it stopped responding.  It is frozen at "Applying Computer Settings...."
Since every reboot made the situation worse, I stopped at that.

Unless the RAID is hardware and you can check the status via the RAID controller's bios, I don't believe you are going to be able to see what's happening until you can get logged in to check the Event Viewer.

Thank you, We finally abandoned the server, because it no longer booted.
