Outlook does not offer every 5th week pattern. This is because not every month has a 5th week and Outlook won’t know what to do those months. Instead, it offers a ‘last week’ option.

Unfortunately that does not work for me as I have a rota of 5 groups. Each group does a week in a month with the 5th group doing the intermittent 5th week as an when required.
The "last Week" rule does not work.

Any add-ons that can assist or other ways?
