Can you verify that your default E-Mail policy is in place and working?

From the error, it appears that Exchange is having trouble locating your default E-Mail policy, I think you can recreate it?

You could create a new policy, set is as default then try to create a mailbox.

Hello,

You have to modify your default eMail policy or try to recreate default eMail policy that will resolve the issue.

Thanks,

I find my problem. It seems when I remove the first DC which create the domain we have to reboot Exchange and everything works fine, this incredible to have to do that.
