    Does anyone know how to turn on the HP 8540w laptop touch pad?

See if there is an option in the bios to disable it?  Or check to see if your touchpad/mouse drivers have the ability to disable the touchpad?

Some notebooks have a disable button located above the touchpad?

It also looks like if you have the latest or newer synaptics touchpad driver, you won't be able to disable it:

And after doing a little more research the laptop has "touch sensitive" buttons above the keyboard to disable the touchpad.  Have you tried pressing or touching it?

Was it the synaptics driver?  or was it one of the touch sensitive buttons?
