Are you using a third party add in. If so disable it and see if this resolves the issue

If that does not work then

Try to open Excel in  safe mode. If you can open Excel fine in  safe mode, then disable the Add-ins in Excel.
Follow the steps to open Excel in safe mode.
Go to Start->click on all programs-> Accessories-> Run->
Type Excel /safe and click on OK (Note: there should be a space between excel and /)

How to disable Add-ins in Excel 2010:-
Step1: Click the File Tab in Excel 2010 and Click Excel Options.
Step2: In the left hand side of the Excel Options dialog box, click Add-Ins.
Step3: Under ‘Manage’ Click the COM Add-ins
Step4: Uncheck all the Add-Ins listed under COM Add-ins.
Step5: Click close and restart Excel.

Also refer the link and try to empty the clipboard and check if it helps.

Hi, Dave_Bolacker.

Couple of suggestions...
(1) For some people, changing their default printer from a HP has helped. What's the user's default printer?
(2) Could the user try uninstalling the two Offices and just re-install 2007 - at least as a test?

Regards,
Brian.

<with office 2003 and excel 2007 installed>

Multiple versions of Office on the same machine tend to be a hairy thing that can cause lots of subtle problems.
Unless you are a developer who needs to test and develop applications in both versions, this is something to avoid.
If you can, completely uninstall both Offices.
Google "Completely Uninstall MS Office" and download the appropriate tool to completely remove Office
Then, re-install JUST Office 2007.
This is probably your best solution

Other things to consider if you can't do that
Questions:
Does this problem happen in multiple workbooks?
Can the user paste into some non-Office application like notepad when she cannot paste in Excel?
Is the Office clipboard (12 or 24 items) being used, or just the Windows clipboard?
Is the Office 2003 clipboard (12 items) or Office 2007+ clipboard (24 items) in use?
Is the failure random or can you make it happen with a set number of steps (open this book, copy these cells, paste here--and it fails)?

this turned out to be a module of our asset/problem management suite. landesk, our agent was updated and it installed the file issclipexec as part of it's remote control module. with the advice of the vendor we stopped all landesk services, renamed the file from  issclipexec.exe to  issclipexec.old and restarted the services.
