How to block users for delete mails in Exchange 2007?

Hi IT people!
We have deploy Exchange Standard Edition 2007 SP2 and Symantec Enterprise Vault 9 that work very fine, but...
For new local policies in my company, I have the need that email can not be erased by mail users.
It´s possible hold an email permanently by some retention policy?

no you cannot deny a user of deleting his own emails in exchange 2010 a new feature called "litigation hold' was introduced so that emails could still be recovered even if the user deleted them http://blogs.technet.com/b/exchange/archive/2011/08/16/retention-hold-and-litigation-hold-in-exchange-2010.aspx

but not for 2007 sorry
