As long as the Exchange 2003 server is still functioning normally you should be able to move the mailbox from the Exchange 2010 management console.

Hi,

I tried to do this.  When I click on the user and attempt to move the user I do not get the option for local move request.  I cleared all the move request from the queue just to be on the safe side.

that's because the user still has a move request look at the icon it has a green arrow right ?

If you go to move request in the emc and clear this move request and then refresh you should find the local move request again
