I am drawing a blank!  What is the tag called in Meta Tags that allows a shorter url?

For example:
http://www.mywebsite.biz/Watches/index.php?route=product/product&product_id=1293
-TO-
http://www.mywebsite.biz/Watches/index.php?product_id=1293

Thanks for your help!

You probably want mod-rewrite; it's not a meta tag but it is commonly used to make memorable URLs.  There are other meta tags that might be useful to you, including <link rel="canonical" /> and there is <base href="..." />.  There are URL shortening services, like bit.ly, too.
