Synchronizing all CRM 4.0 contact to Outlook

After several hours of searching through the Experts Exchange knowledge base I could not find a solution for my problem. The CRM4.0 database contains 4357 contacts. The Outlook Contacts list only 2888. What I found out so far is that I have to change the CRM Local Data settings to download all Contacts.
By default it only downloads Contacts that are owned by the user.
What I have done so far is to add another line Contact that are NOT owned by the user.
Select both lines and created an OR statement.
So, if I understand the design correctly, it should synchronize both Contact types. But it doesn't.
For some reason it does not synchronize at all at the moment.
At the Synchronization tab all items are marked so Contacts should be synchronized and the synchronization time is at the lowest value of 15 minutes.
