Problem with TransferText action with Windows 7

I have an application in Access 2003 that calls a macro to export some Access tables to text files on the root of the C: drive.  The macro uses the TransferText action to export the files.
This works fine on computers running Windows XP but I get an Action Failed message on computers running Windows 7.  Any ideas why?

that could be cause by the UAC (user account control) in windows 7
