Eclipse: Failed to create the Java Virtual Machine

Greeting,
I dowloaded the Eclipse BIRT3.7 All-In-One. When I tried to run eclipse.exe, I got error message "Failed to create the Java Virtual Machine". How to fix it?
By the way, I was using BIRT2.3.2 previously.
