Multilink Frame Relay w/ QoS Conifguration Issue

We are trying to bond two T1s on a Cisco 1841 router w/ 2 WIC cards.  It is a frame relay service.  I have read some Cisco articles but we are obviously missing somehting.  I was hoping someone could review the attached config we are trying to use and the error below as well and see where and or what we may doing wrong.

I don' t see:

frame-relay interface-dlci x ppp Virtual-Template1

under your serial interfaces.

Add bandwidth 3072 under the multilink interface also.

I see where those were missing.  The error message fooled me into thinking they were there.  
So I woudl apply VirutalTemplate1 to each serial interface individually correct?

Add that command to both serials. You don't need the second virtual template.
