DcGetDcName<pdc_required> call failed

Greetings,
With the current PDC role holder, i get error 1355 from dcdiag when running dcdiag from a GC.
I also get the message "you cannot modify domaiin or trust information because a PDC emulator cannot be contacted".
i have moved the fsmo roles to another server and this problem seems to go away. I would like for this certain box to remain the PDC.
i ran a few ntdsutil commands from reading another thread here. the results looked correct. i am willing to run them again for any reason you suggest. thanks for you time. any suggestiions are appreciated.

As you have mentioned that the DC is removed it seems you have done forcefull removal of DC.
Ran metadat cleanup and remove the instances of old DC.http://www.petri.co.il/delete_failed_dcs_from_ad.htm
Remove the DNS record from DNS console of old DC.

If you are done with this step you can promote the old server as ADC and if you want the old server should act as primary Dc you need to transfer the role to the old server.
