I actually have a domain group plicy apllied to an OU with 30 users.I would like to change a policy setting to one of these users . How could  I override the global setting on this pc or user.

Create the new GPO and then in security filtering, only allow access for the GPO to be applied to her AD Account or Computer depending which way you set this up.
