japanese or chinese flash + website: where to start ?

Hello experts,
Excuse for my ignorance: I would like to translate a website into japanese or chinese but.. I have no idea where to start.

1) do I need some special tool : can dreamweaver be used for that ? (html part)
2) about flash: same question here ?
3) can someone tell me if the chat : http://www.dialogoo.com/test.php is japanese/chinese compatible ?

You will need something to paste the resulting translation.  DW can be used, but so can any HTML editor so long as it accepts UTF encoding.

As long as the font supports the characters, you should be okay
