Dreamweaver 8 Not working on Windows 7 User

Here's the Problem
I installed DW8 on Windows 7 / 32 as Administrator

If I run the App from the Administrator account it opens and works Fine.

But If I try to open it from a User that has Administrator Rights to the Computer (And the local Domain for that matter), the Splash screen shows, but then it closes and the program never opens.

Ok . Found The Solution

I gave the user Full rights over the Programs Files/Macromedia Folder.

That did the trick.
