Cannot download anything on any computers in a domain

Users cannot download anything on any computers on a domain, the error is:
HTTP 403 Forbidden

This happens on all computers on the domain.

Are you running any type of firewall or security software on your network?  It sounds like what happens when a firewall is configured to not allow downloads for a corporate network.

Yes we are using a watchguard firebox router. I will try and disable all everything then post back.

Thanks it was a watchguard policy blocking downloading.
