I want to purchase VMWARE Fusion 4 for my macboo air (OS X LION) I have a installation media that is "Windows 7 Professional Upgrade"  Will this work for required media?

For a VM guest OS? No, you need the actual INSTALL media, not upgrade media.

Any ideas on finding Win 7 pro full at a cheap price?
Cheap?...umm, no :) But, your best bet is places like newegg.com, ebay.com, or amazon.com

You could purchase a Wndows XP Media from eBay, install Windows XP in a virtual machine under VMware Fusion 4, and then complete the upgrade using your Windows 7 Upgrade.
(in fact, if you do not have to install the media, because if you change the cdroms at installation, the Qualification Process will work, and you can continue you Windows 7 Upgrade).
It is an option for sure, but personally don't recommend ANY upgrade of a Windows OS...ever. Just my 2¢. Too much 'bugginess'. But, if costs are the biggest issue, that is certainly a viable alternative.
can Windows XP Pro be installed with this process the same as Winodws 7 Pro
