Cannot access Sharepoint intranet

Sharepoint 3.0

The intranet webpage had gone down since updates was installed from MS for KB2616676 and KB2570947

the page displays "An unexpected error has occurred"

In the log file there are many errors

Event ID 6800
The database WSS_Content_38c97fbb99aa41d9a57c1efb08fb144d on DATASERVER\Microsoft##SSEE is not accessible to missing Windows Internal Database signatures.


Event ID 5586
Unknown SQL Exception 33002 occured. Additional error information from SQL Server is included below.

Access to module dbo.proc_GetRunnableWorkItems is blocked because the signature is not valid.

I have tried to do the below;
1.  Run the following STSADM operations to stop and start the SPWebService:
 
stsadm -o provisionservice -action stop -servicetype spwebservice -servicename "" 

stsadm -o provisionservice -action start -servicetype spwebservice -servicename "" 

i get back an error: "Unprovision of service  failed. Additional information:  Access denied..  Access denied."

Sounds like the update didn't complete all the way or something.  Attempt to run the following command that will try finish the upgrade:

psconfig -cmd upgrade -inplace b2b -wait -force
0
