Exchange 2007 Anti spam is rejecting whitelisted mail that has embedded links how do we solve?

Mail server is Exchange 2007.  MS Anti Spam has the domains whitelisted but now if an incoming message has an embedded link it will get rejected.  How do we change so we accept the mail?

Anti Spam - content filtering - "put the links into the allow messages"
