Digital Sprite 2 camera system video recording

I was trying to assist our local PD with a grand theft in our building.  Unfortunately wasn't very successfull.  Our cameras caught all the events, however, the resolution is not that great.  They couldn't recognize the face of the suspect.  The video was to grainy and useless for them.
What would you guys recommend?  Replacing the whole DVR system, or is there a way to put a better camera's compatible to same model of DVR.  Recently replaced few cameras with better Sony make but not much better.
Anyone has experience with that?

thought this paper will be a interesting read which experiments was performed using video test patterns recorded on the following DVRs. Since the purpose of this study is not to compare the performance of one DVR over another, the DVRs are henceforth referred to as DVR1, DVR2, and DVR3.

The analog monitor connection is the primary user interface for most DVRs.
Therefore, customer experiences with the primary user interface motivate DVR
manufacturers to optimize the quality of video displayed on the monitor. By
comparison, there is less market incentive for manufacturers to optimize the
quality of exported digital archives, or the performance of their playback
software, both which are infrequently used.  As a result, it is reasonable to
expect that analog capture from a DVR’s monitor output will provide image
quality that competes well with video extracted from a digital export. Although
one might hope or expect that digital export would provide the best video
quality, this method provided lower quality results for two of the three DVRs
tested. Digital export provided superior results only for DVR2, which featured
only a composite video output for analog transfer.
