"you do not have sufficient privileges to modify user settings" when sip enabling a users

I have an admin who cannot SIP enable a user.  I have compared permissions on his account and mine and dont see what the problem is.  The error that he gets is:  "you do not have sufficient privileges to modify user settings"

Any ideas?

finally found the group that the user needed to be added to to fix this.
