"gem list" shows:

*** LOCAL GEMS ***

actionmailer (2.3.11)
actionpack (2.3.11)
activerecord (2.3.11)
activeresource (2.3.11)
activesupport (2.3.11)
gem_plugin (0.2.3)
i18n (0.4.2)
mongrel (1.1.5 java)
rack (1.1.2, 1.1.1)
rails (2.3.11)
rake (0.9.2)

So I think I already have actionmailer ?

I tried to install  0.9.2 and 0.8.7 version rake then try the above step , both failed with same error.

Thanks.

Think you are hitting the following issue: http://www.redmine.org/issues/7516

Solution is to downgrade ruby gems.

Thanks Johanntagle, I installed new version gem 1.5.3 and it's working now. Acturally the redmine installation page http://www.redmine.org/projects/redmine/wiki/RedmineInstall already mentioned

    * Rails 2.3.5 will fail with RubyGems 1.5.0 or later, stick to previous versions of RubyGems !
    * Rails 2.3.11 will fail with RubyGems 1.7.0 or later, stick to previous versions of RubyGems !

Not sure how I missed it.  I thought ruby and ruby gems need to be on same version.

Thanks for your help!
